Welcome to EL Assessment Participation Appeals Application
Use this application to view and manage district and school participation rates for English Learners on the ACCESS assessment. The application will open at 8:00 AM (MT), Friday, May 24, 2024. Submit appeals for consideration by 5:00 PM (MT) on Friday, June 7, 2024.
You may submit an appeal for students in several scenarios. For example:
- An English Learner who did not test due to a documented medical emergency or extenuating circumstances (e.g. death in the family, house fire, COVID-19 illness, etc.,).
- An English Learner who did not receive a composite score because he or she was not tested in a particular domain consistent with IEP guidelines.
- An ISEE or ELMS data error (e.g. missing exit date for a non-participant, an incorrect EL identification for a participant, etc).
District personnel are encouraged to review the 2024 Participation Rate Appeals Web Application User Guide for further details on the ACCESS for ELL Participation Rate Appeals process.
An ACCESS for ELLs appeal must be submitted for a child who did not complete one or more domains on ACCESS for ELLs due to a documented need outlined in the child’s IEP or 504 plan.
Note that the SDE denies appeals submitted for parent opt-out or student refusal.
This application does not process changes to ISEE or ELMS. Contact your district ISEE Coordinator to update student demographic or enrollment information prior to the ACCESS Participation Rate Appeals application closing.
